bug test: change index shard number in other bwc tests

PLEASE DO NOT MERGE THIS PR! This PR is only used to test the index creation bug according to index shard number.

Changing index shard number will not impact other bwc tests. I will close this issue.

Just confirmed that changing index setting has no impact on other BWC tests. Closing this PR.
