Jenkins docker image upgrade to 2.440.2 in DockerHub opensearchstaging/jenkins #415

Description

This PR will create opensearchstaging/jenkins:2.440.2-lts-jdk17 image in DockerHub. This is the prerequsite step to upgrade OpenSearch Jenkins CI from current LTS 2.387.1-JDK11 to LTS 2.440.2-JDK17
