Is your feature request related to a problem? Please describe. Build a cohesive tag/category structure that would encapsulate naming across the project's different properties.

strategic - forums, website, github - can we use the same/similar for each? (GitHub example: 'good first issue' 'bug ?' etc)

Evaluate forum tags
Propose list

Let's get a list of tags and categories before we move this into "Ready", and then "In Progress"

Enumerate tags and categories. Normalize tags and categories. Change some existing to match hierarchy of the normalized tags.

Get rid of feature - there is only one use.
technical-* folds into technical
community-updates folded into community
partner-* folded into partners
news replaced with events
announcements goes into community
The one entry in update should go into releases
odfe-updates to technical
