Is your feature request related to a problem? Please describe. That sky blue that the navbar is using looks gross.

Describe the solution you'd like I propose we use the "Deep Blue Sea" color described in our branding guidelines here:

We'll then need to change the link color and link hover color to something more visible against the darker blue.
