[Enhancement] User Group community page #3187

Now that we have a User Group program running, we need a page to highlight this and inform the community about the different locations they can participate.

this would be a net new page located at https://opensearch.org/community/user-groups

Describe the solution you'd like to see

Content for the page:

User Groups are community-driven meetups, or recurring gatherings who discuss OpenSearch topics, share knowledge, present related solutions, and network with the wider open source community. OpenSearch Project User Groups are meant to facilitate in-person collaboration, knowledge sharing, success stories, best practices, and resources.

Anyone interested is welcome to join.

User Group presentations typically discuss search engineering, open source search technology, search relevancy, observability, log analytics, and other OpenSearch-related topics.

As we develop this - I have images for each of the user groups that can be used as icons on the page.
