Implement 1-click release automation for the plugin #14

1-click release automation for this plugin so that it can follow the release cycle of OpenSearch.

Per the recommendation on https://github.com/opensearch-project/opensearch-learning-to-rank-base/issues/33, work with @getsaurabh02 to get it set up.

Thanks @jzonthemtn for reaching out. Adding (@peterzhuamazon @gaiksaya ) on the thread to help with the release automation. We can try target this for 2.17.

Is this is a standalone component or a plugin that needs to be included in the distribution? Please open an issue in opensearch-build using right template accordingly https://github.com/opensearch-project/opensearch-build/issues/new/choose The templates contains onboarding documentation to get you started.
