Adding container workload discovery design document with Kubernetes APIs #73

This PR adds the first draft of the design document for containers workload discovery. The scope of this revision is to highlight the Kubernetes APIs needed to perform live discovery and retrieve pod information. While the other aspects of this design are slightly mention for a better understanding the details will be added in a later revision (tracked by a different user story).
