Summarize proposed design changes to teh panorama plugin

also one other future looking comment is that we can map domains to device groups on PAN as well. So all the shared tags show up under “Shared” domain for example.

also need to clarify that any osc-custom tags will be always added under device group and not under the global "shared" group in PAN

Also the osc-custom tags osc creates should be of type dynamic.
