I belive this should fix https://github.com/opensecuritycontroller/osc-core/issues/528

We need to do this now because SFC binding is failing when we are using the same ISM across 2 distributed appliances.

This might fix the issue for SFC but likely not for containers opensecuritycontroller/osc-core#528 . I recall that the binding and unbinding were using the same device so I dont think this was due to the mapping in the plugin.
