Add section in spec for API routes. #263

The intent of this section is to clarify requirements of the endpoint routes for the API.

Fixes #257.

I think this PR is not needed. The spec says service-broker-url not service-broker-host. service-broker-url implies that any sub-resource may provide an OSBAPI.
