MGMT-15723: Disable CPU architectures from day2 depending platform type

In day2 cluster platform type is always 'baremetal'. We try to get this info from 'ocmCluster.cloud_provider'

We should allow only minimal iso and block static IP for OCI clusters. Also, CPU archs should be aligned to OCI (no IBM cpu archs), Nutanix or Vsphere.

• In case of OCI, the hosts's network configuration will be disabled:
