MGMT-15723: Disable CPU architectures from day2 depending platform type #2366

Related to https://issues.redhat.com/browse/MGMT-15723

In day2 cluster platform type is always 'baremetal'. We try to get this info from 'ocmCluster.cloud_provider'

We should allow only minimal iso and block static IP for OCI clusters. Also, CPU archs should be aligned to OCI (no IBM cpu archs), Nutanix or Vsphere.
