Allow using pre-existing Route53 zones when using existing (byo) VPC for clusters. Also brings us cluster-installs in shared VPCs. This is applicable to classic ROSA architecture.

Yes please add this feature to the roadmap!! We need this for ROSA under AWS SEA.

Any updates on the planned release date of this feature, it impacts customers in high compliance environments that use shared VPCs.
