Add /restart handler which optionally tags volume for deletion and then restarts. #18

This should take parameter which indicates should delete volume, which creates /opt/app-root/.delete-volume and then redirects to actual hub restart URL.

The restart popup of dashboard should have a tick box which is displayed if VOLUME_SIZE is non empty, indicating persistent volume is used. The multi user workshops would need to set this on pods.
