ztp: CNF-11904: Update kustomize and SiteConfig versions #1908

Description:

update the gitops-subscription, PGT and SiteConfig Makefiles to 5.2.1 (the version used by the argocd container in the openshift-gitops operator 1.12)
there is a plan to automatically get the kustomize version. It will be addressed in a future PR.
update the apiVersion of the SiteConfig examples to v1 /cc @sabbir-47 @lack
