Update seed format version due to the api version change #510

Background / Context

We recently upversioned the api from v1alpha1 to v1

Issue / Requirement / Reason for change

The LCA on pre and post pivot must be running the same api version for the IBU save/restore to work.

SeedFormatVersion incremented
