Adds implementation and test for API: `/approvaltask/{approvalTaskName}`

• This patch adds an API with POST method to update the approval task status

• The request body will have

  { 
  "namespace": “<namespaceName>”,
  "approved": “true/false”,
  }

and will return name and the status of the approval task
