unfortunately the test-upgrade is failing withe the results test @avinal .... I think this needs to be investigated.

I'm tracking a couple of other PRs to see if the failure is pervasive beyond this PR

I'm definitely seeing the results test failure in only the upgrade test across multiple PRs @openshift-pipelines/pipelines-service

I'm fine with getting this merged @avinal and pursuing the perm fail in the upgrade test separately.

But let's see if we can get buy in from @Roming22
