Update dependencies

• update golangci, fixing the deprecated one

  WARN The linter 'exportloopref' is deprecated (since v1.60.2) due to:
  Since Go1.22 (loopvar) this linter is no longer relevant. Replaced by
  copyloopvar.

• Update to all last go dependencies
• Update to go-github to v64
• Update code to latest go-gitlab which is more pendantic when returning responses on errors.
• knative latest maake the fakes has well returning empty objects in some case which is seen by our unit tests as real object, so we need to check if the object is empty.
