Change the CLI name #8

The CLI name 'ocmqe' does not respond to the repository's goal. Let us update its name to 'ocdm' whose full name is 'openshift cloud data management'.

As far as I can see, here are some criteria:

multicloud: aws, gcp
we may incorporate later some common test shared packages

what about ocm-cloud-management ? or ocm-cloud-test-management ?
