NO-JIRA: Publish kubebuilder openshift binaries to 1.31.0

This adds the 1.31.0 openshift version of the kubebuilder binaries to the index. I've already run the script so the artifacts are in place at this point.

Once merged, envtest invocations will be able to leverage the index option and replace the now removed GCS bucket download option.
