Added AWS cli with squid proxy wrapper #10

OSD-16086

Adds aws tool to this application so users can install, remove, and upgrade the tool. It also includes a bash wrapper script that routes all traffic through the squid proxy

The Mac installation appears to work.

Network route to proxy:

❯ ~/.local/bin/backplane/latest/aws sts get-caller-identity

    ...
}

No network route to proxy:

❯ ~/.local/bin/backplane/latest/aws sts get-caller-identity
