I believe this has been fixed upstream with https://github.com/openshift/console/pull/13505, so the cached response should work. Can you try with the latest console images?

@gaohoward Which specific version of 4.14 are you using? This issue should have been fixed in 4.14.11.
Issues go stale after 90d of inactivity.
Mark the issue as fresh by commenting /remove-lifecycle stale

Closing as this issue has been fixed. Let us know if you see it after upgrading to 4.14.11 or newer.
Because the dev server has cache enabled thus when the plugin manifest is requested the second time it returns empty content, causing the plugin reload to fail. The fix is to disable the cache on the dev server.
