CORS-3754: AWS: With UserProvisionedDNS, keep resolv.conf on the bootstrap node updated

When UserProvisionedDNS is enabled during an install on AWS, prepend the NetworkManager generated resolv.conf file on the bootstrap node with the IP of the localhost.
