Masters cannot finish their installation

What happened?

• Boostrap start normally, but cannot add Masters into the ETCD database, thus build the control plane.
• Masters have problems to connect to the API server

What you expected to happen?

Masters should start successfully.

How to reproduce it (as minimally and precisely as possible)?

Anything else we need to know?
