Add downstream container file for deamonset #244

Added downstream deamonset containerfile. This goes along with the downstream bundle, bundle containerfile, and controller containerfile. The changes to this file is to comply with downstream build policies. I also added make targets as a convenience for local testing. I updated the docs to describe how to build and test custom images using the downstream configuration. Also fixed a formatting bug in the CSV of bundle-ocp.

This should not change upstream build process at all.
