add clarifications around oc / plugin strategy #48

@bparees @ullgren PTAL - here is my attempt at the doc update discussed around why the plugin is not providing a new-app equivalent. It also clarifies some of the "why" around using the plugin vs. oc (which has come up in some internally reported issues).
