Security Realm settings being reset on new rollout #1746

Hi! I am having the exact same problem as https://github.com/openshift/jenkins/issues/1702. Was not able to reopen it. Any thoughts on making a pr for this https://github.com/openshift/jenkins/issues/1702#issuecomment-1657428875?
