Create compare plugin #2

This PR includes all commits imported from: https://github.com/AlinaSecret/oc/tree/oc-adm-compare-implementation Also it contains adjustments of the code to match plugin format.

(Additional documentation will be added in future PRs, and this PR is just the basic one to contain the implementation)
