keepalived vip floats #4057

Description VIP floats when adding a new master node. My question is why the in-cluster keepalived works in a preempt mode not in a no preempt mode.

Steps to reproduce the issue:

  1. Add a new master node to the cluster
  2. Check the kni keepalived log

Describe the results you received: keepalived-monitor triggers a keepalived reload, and since keepalived vrrp instance works in a preempt mode the ingress/apiserver VIP floats.

Describe the results you expected: keepalived reload should reduce the possible of making VIP floats.

release-4.12
