OCPBUGS-35519: Revert "Azure: add Azure specific dnsmasq ordering"

This reverts commit a5dcc6fe225562079f1b3ab6667d3d2efc6c8436.

In an attempt to fix https://issues.redhat.com/browse/OCPBUGS-35300, we introduced an Azure-specific dependency on dnsmasq, which introduced a dependency loop. This bug aims to revert that chain, which so far only made it to 4.17 and 4.16.
