CVE-2023-45142: update otelhttp to match master #117

fix for CVE-2023-45142 as per OCPBUGS-22550

This CVE is already fixed in master and 4.15 so this PR attempts to fix it in 4.14 as well

this is (probably) superceeded by CVE-2023-47108 / OCPBUGS-23816 so hold until that is assessed
