CI: Remove expected VM test failure. #1504

Why the changes were made

After the latest velero rebase, a VM test that was previously expected to fail is now expected to work. This pull request removes the expected failure and some temporary scaffolding.

How to test the changes made

make TEST_VIRT=true test-e2e
