This serial conformance suite test is known to fail on ARM, due to reliance on OKD images which are only available for x86_64. The test needs to be reworked to only use payload images.

This test was fixed for OpenShift 4.10 but did not make it in time for the 4.9 Developer Preview. /lifecycle frozen

The fix for this test was just merged into the e2e suite for 4.9.
