Update to RHOCP 3.9 on AWS ref arch #1020

What does this PR do?

Remove bin scripts. Rename objects from clusterid to clusterid-dns_domain. Rename files to reduce filesize. Fix to elb name length. Fix invalid Route53 zone name.

How should this be manually tested?

See RHOCP 3.9 on AWS reference architecture

Is there a relevant Issue open for this?

Hey @mazzystr I think maybe instead naming "3.9" you can name it "aws-3.9" to clarify it is just for aws.
