Add vars for vmware guest disk and hardware specs - resolves #1076 #1078

What does this PR do?

Changes vmware guest disk and hardware values for groups masters, infras, and apps to be playbook group variables so that they can be overridden simply by adding them to the inventory. A modification to the ansible.cfg default plugin precedence was needed to enable this this behavior whereby inventory group variables override playbook group variables.

How should this be manually tested?

Run the provisioning playbook with [masters:var] group variables both uncommented and commented to verify overrides behave as expected

I'm waiting for a openshift member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
