3.7 upgrade didn't update packages that only differed by minor releases #5996

  1. had a 3.7.0-alpha.1 cluster, no pkg_version set, ansbile assumed that means 3.7.0
  2. did upgrade with a new additional_repos that has newer 3.7.0-rc.0 packages
  3. openshift-ansible when it calls rpm_upgrade.yml uses state=present, which sees the alpha.1 packages and says "ok, those are installed"

We should be using state=latest I think (which would say "install the newest 3.7.0 packages you can find").
