ServiceMesh 1.1 to 2.0 Upgrade steps

What needs fixing?

The namespace used/suggested in the guide for migration is different from one step to the next. Both istio-system-upgrade and istio-system-update are used. The documentation also fails to mention that namespace should be modified in <smcp_name>.v2.yamlin order to create the new ServiceMeshControlPlane via the oc command.

@tux-o-matic Thanks for creating the bug. I've created a tracking bug for myself to track the work in my Jira, and I'll start working on it this week.
