[WIP] OSDOCS-12752:Separating the AWS and GCP create cluster guides. #85408

This PR is part of a wider restructuring effort to streamline the create an OSD cluster documentation. At present, the create an AWS cluster and create a GCP cluster share the same modules with heavily conditionalized text. This is confusing to maintain and update, but also no longer serves any purpose as OSD on GCP moves to become the sole OSD offering.
