Removed MTC-related functionality from common restore plugin. #168

This will be re-introduced in a new plugin on the oadp-1.0 branch.

Once merged, this should be cherry-picked to oadp-1.0.

Cherry-pick to oadp-1.0 won't be necessary since I've cherry-picked this commit into https://github.com/openshift/openshift-velero-plugin/pull/169

That PR removes MTC-related code from common restore plugin but also adds it back in to a new restore plugin that runs on every resource (only for oadp-1.0)
