Bug 1828635: Bump jQuery to v3.5.1 and fix templating bug #3171

jQuery v3.5.0 contains a breaking change to Bootstrap; v3.5.1 contains the fix for said bug. Additionally, there was a template bug that updating to jQuery 3.5.x unmasked, but is now fixed.

Follow on fix to #3170

Manually adding the valid bug label since 3.11.z bugs don't require a dependent bug.
