Provide default storage class in oc-cluster #15239

It seems that by convention there is a storage-class named default. When creating a PVC with oc cluster up 3.6.0-rc.0 with the annotation for that storageclass, the PVC will not be bound

Should the PVs shipped by default honour that storage-class?
