USHIFT-2985: Fix MicroShift crash and router tests skipping

According to what was discussed last month, fix:

• openshift-tests crashing when executing over MicroShift.
• Port router tests skip patches from MicroShift.
• Port monitor tests skip patches from MicroShift.
