NO-JIRA: Newly created machine should belong to the same index and should be placed in the same availability zone as the deleted machine.

• Previously, the newly created machine was ensured to match the same index as the deleted machine to satisfy the requirement of having at least one Ready replica per index (when CPMS is disabled).
• However, the availability zone of the newly created machine was not aligned with that of the deleted machine. Instead, the new machine was cloned from the running machine with the lowest index, which sometimes led to the new machine being placed in the same availability zone as the other two machines. This uneven distribution caused issues when CPMS was re-enabled, as it would trigger an additional machine deletion to enforce even distribution across availability zones, leading to errors in the scaling jobs.
• Change: Now, a copy of the machine to be deleted is made initially, so it can be used to clone a new machine. This approach ensures that the newly created machine not only belongs to the same index but is also placed in the same availability zone as the deleted machine, maintaining balanced distribution across zones.
