Jenkins cartridge depends on wget. #337

I'll investigate if we should make wget a dependency of openshift-origin-cartridge-jenkins. I suspect it should so it's also installed on hosts that aren't puppet managed.

After a bit more discussion we're just going to fix the dependency issue in jenkins-plugin-openshift RPM packaging as that's the root cause.
