Upgrade Bootstrap license 503 Error page

The default 503 error page includes the Bootstrap license which has been flagged as a vulnerability as part of our pen test which our team needs to remediate.

Please update the license and code and/or remove the Bootstrap portion while keeping normalize.css. OR provide a way for users to override the default 503 error page

New version of CSS will used for the error pages (without bootstrap and normalize.css), see https://github.com/openshift/router/pull/300.
