add current SSCS #1

This is the starting point for the service serving cert signer. This is an exact move. Nothing is changing.

When it is green I plan to merge it, then branch, then vendor into openshift/origin and remove the original.

After that I'll work getting more complete CI and begin the process of creating new commands to start the controllers..

it must want travis yaml in the branch already. Merging and then opening an empty pull to try.
