Revert "rename to project to service-ca" #22

This reverts commit ccf906d05abf285ecb75a40d84bee379bfb46fc0.

This going directly into master broke oc cluster up when a new origin-service-serving-cert-signer image was kicked off and https://github.com/openshift/origin/pull/20870 not being merged yet. This would likely need to be done in a separate branch instead so we can prepare builds of the 'origin-service-ca' image separately without breaking things. @deads2k @simo5 please ack so we can fix cluster up for the time being
