update no-template users for rosa and rosa hcp

https://issues.redhat.com/browse/OCPQE-25543 After evaluate in the real test run, rosa classic can workload: 1 admin, 20 dev-test, 20 dev-prod, 1 dev-cron(10cronjobs) rosa hcp can run workload: 1 admin, 10 dev-test, 10 dev-prod, 1 dev-cron(10cronjobs) Update the user numbers in the template.
