Clarified note about user creation #427

This was a bit misleading that user creation was not supported in 4.0.

@jdob no, it is accurately not possible to add additional users or integrate with additional identity stores at this time. It's not just at installation. You can't do it at all in a supported/clean way. You can configure htpasswd with a really hacky bash script. But the whole IDM/auth operator thing is still WIP.
