OSIO Notifications and Platform - More configuration options for admin and regular users

Description

During one of the IC sessions, there was an ask from PM team to add some features to our OSIO notification service so that an admin user can have more control and a regular user have more configuration options with respect to notifications.

Features

• More notification channels such as email / web-notification / github PRs / ...
• Admin users be able to set type of notifications for each user in a codebase as well as selection of channels through which notification can be received
• OSIO users be able to select whether to get notifications as a digest / single email / passive web-notification (clubbed under notification page) / active web-notification (on screen) / ...

Thanks @joshuawilson for pointing out.

There's no plan to add new notification channels in the next couple of trains. When we do plan to add something, the notification service would need some revamp.

In any case, in the current state, the space admin(s) already have the distinguishable scope manage that can be validated to render a UI with extra knobs/controls.
